Pilning & Severn Beach Parish Council was represented at the Forum on 16th July by Chair Victoria Bywater and Alderman Peter Tyzack. The meeting covered current initiatives, policy updates and opportunities for closer collaboration across South Gloucestershire.

Young Driver Safety Initiative
Avon Fire & Rescue Service and the Institute of Advanced Motorists are developing a new programme for 17–25‑year‑olds, offering road safety education, a driving assessment and a demonstration of a serious collision scenario. Thirty places will be available initially, with the event expected to take place at Yate Fire Station. Councils will be asked to promote the scheme once applications open.

South Gloucestershire Local Plan
Planning Officers reported that Local Plan examination hearings have concluded. The inspectors’ report, expected in autumn, will outline required modifications. South Gloucestershire Council aims to adopt the new Plan in early 2027.

Changes to Planning Decision‑Making
The Government’s proposed National Scheme of Delegation will see more planning applications decided by officers, with the current councillor call‑in process replaced by a “gateway test”. Only applications raising significant economic, social, environmental or policy issues will go to committee.
Peter Tyzack raised concerns about reserved matters and the need to safeguard local knowledge. Victoria Bywater sought clarification on mandatory training for committee members; detailed requirements have not yet been published.

Resettling Communities
South Gloucestershire Council’s Resettling Communities Team outlined support for residents arriving through national resettlement schemes. Councils are encouraged to work with local groups to strengthen community connections, reduce duplication and identify gaps in provision.

Local Choice & Special Expenses
Revised proposals were presented for replacing special expenses with a new Local Choice and Special Expenses Policy. Key features include phased implementation, flexibility for councils to opt in, a first‑year discount for councils taking on services, full asset‑condition information before transfer and a two‑year safeguard for existing defects.
The discussion was particularly relevant to Pilning & Severn Beach due to its mix of locally maintained facilities. Victoria Bywater reiterated the need for clear information on costs, responsibilities and liabilities before any transfer.

Health Services & Community Cohesion
Peter Tyzack reported ongoing discussions with primary care representatives about improving links between councils, community organisations and GP practices. A further presentation is expected at the October Forum, alongside a wider community cohesion workshop planned for September.

Pilning & Severn Beach Parish Council will continue to participate actively in the Forum and represent residents’ interests as these proposals progress.
