Pilning & Severn Beach Parish Council objects to this planning application for the following reason.
The planning statement provides details of visiting staff rather than permanent residents and thus the use is C2 residential institution and not C3. It is established law that children cannot live alone and thus they require carers or guardians. Where carers stay overnight but do not live permanently on site they do not form part of a household and thus the requirements of C3 are not met. A certificate of lawfulness cannot be granted.

However conditions must be considered for the following.
1) Highway safety: Proper design and agreement on car parking arrangements for residents, the shop, and the restaurant, along with improved access from the road. Proper provision for truck unloading, this cannot be done on Cross Hands Road junction. The restriction of delivery times to reasonable hours due to nearby residential properties, and turning off trucks with fridges to reduce noise.
2) Footpath and pedestrian safety: Proper provision for a footpath across the front of the site is needed.
