M49 Junction 1 Update
Pilning & Severn Beach Parish Council has been informed by National Highways that the M49 Junction is not currently expected to open when the South Gloucestershire Link Road is completed.
National Highways has told the Parish Council that recent inspections have identified defects at the junction. Independent engineers have advised that the junction cannot be opened to traffic at this time, including on a restricted or partial basis, because of safety concerns and the risk of further damage.
This is disappointing and frustrating news for residents and businesses who have waited a long time for the junction to open. The local community has been expecting the junction to help reduce traffic through the villages, particularly HGV traffic. Any further delay must now be matched by practical action to reduce the impact on residents.
National Highways has said it is working with its supplier to agree a remedy and programme for the required works. At this stage, the exact solution and timescale are not yet known. National Highways has indicated that a fuller update is expected later this year, when it more will be known about what work is required, who will carry it out, and how long it might take.
The Parish Council has made clear that, while safety must come first, the local community cannot simply be expected to absorb the impact of further delay without support.
Our immediate priorities are:
1. Road surfacing and maintenance in Pilning, particularly on roads already carrying heavy volumes of traffic and where the condition of the road surface is unacceptable.
2. Closer monitoring and enforcement of HGV movements through the village, including HGVs using unsuitable local roads and ignoring existing restrictions.
3. Clear and regular communication from National Highways, so residents are not left waiting for information or relying on speculation.
National Highways has said it intends to provide monthly updates to key stakeholders and has invited the Parish Council to hold it to account on progress. We will do so.
The Parish Council will continue to press National Highways, South Gloucestershire Council and other relevant bodies to minimise the impact on residents and to ensure that local concerns are treated as a priority while the junction remains unavailable.
